Ireland's economy sank back into recession in late 2011 despite recovering to show its first annual growth for four years, mixed official data showed on Thursday.
Irish gross domestic product (GDP) shrank 0.2 percent in the fourth quarter after a contraction of 1.1 percent in the third quarter, the Central Statistics Office (CSO) said in a statement.
The technical definition of a recession is two quarters of economic contraction in a row.
Ireland has based its strategy to overcome a debt mountain, with the help of a second bailout, on export-led growth and is expanding exports in some sectors sharply.
But the return to recession shows the limits of relying on strong exports to drive growth which has been undermined by slowing activity in eurozone countries owing to uncertainty caused by the now easing debt crisis.
"The outlook looks challenging given the country's strong reliance on external demand," said Sonia Pangusion, an economist at consultants IHS Global Insight.
"The eurozone crisis started to intensify by day during the second half of 2011, hurting global growth prospects. Today's figures confirmed that Ireland definitely felt the pinch," she added.
Ireland's fourth-quarter net exports meanwhile were not enough to keep growth going, for the first time since the start of 2010.
At the same time, domestic demand remains subdued, partly because of ongoing state austerity measures and lower government expenditure.
Thursday's GDP figures included output generated by both domestic and foreign companies based in Ireland.
Excluding the contribution from exports, Ireland's gross national product (GNP) shrank by 2.2 percent in the fourth quarter after a 1.9-percent decline in the previous three months.
GNP is regarded by the Irish government as a more accurate barometer of the country's economic performance as it strips out substantial profits earned by multi-national companies in Ireland which are then taken out of the country.
In a mixed batch of data, the CSO also revealed on Thursday that the Irish economy returned to annual growth last year following its vast international bailout in 2010.
"Preliminary estimates indicate that GDP in volume terms increased by 0.7 percent for the year 2011. This follows three successive annual decreases in GDP during the years 2008 to 2010," the CSO said.
However the economy shrank by 2.5 percent last year in GNP terms.
Ireland's once-proud 'Celtic Tiger' economy, famed for its double-digit growth for a decade from the mid-1990s, had contracted sharply in recent years, hit by soaring state debt, a property market meltdown and surging unemployment.
In November 2010, the International Monetary Fund and the European Union mounted a rescue for Ireland worth 85 billion euros as the nation was crippled by massive sovereign debts.
Since then, fellow debt-laden eurozone nation Portugal has also been forced to seek an EU-IMF bailout, while Greece has received two massive international rescue packages.

Sexuality is for sociality. In fact it is our sexuality that attracts us to one another and compels us to pursue relationships. Adam?s problem is every man?s problem. His sexuality drives him to seek out social interaction. Our sexuality is an essential part of our being, but so is our sociability. And in this case the one leads us to the other. We need each other, are created for each other, and our sexuality serves the purpose of helping to direct us towards relationships. This, mind you, is not just about sex either. Our sexuality plays a part in the pursuit of all relationships, which is why it is super important that we correctly understand our sexuality as God intends it. ScienceDaily (Mar. 22, 2012) ? An odd, previously unseen landform could provide a window into the geological history of Mars, according to new research by University of Washington geologists.
They call the structures periodic bedrock ridges. The ridges look like sand dunes but, rather than being made from material piled up by the wind, the scientists say the ridges actually form from wind erosion of bedrock.
"These bedforms look for all the world like sand dunes but they are carved into hard rock by wind," said David Montgomery, a UW professor of Earth and space sciences. It is something there are not many analogs for on Earth."
He believes the ridges, while still bedrock, are composed of a softer, more erodible material than typical bedrock and were formed by an unusual form of wind erosion that occurs perpendicular to the prevailing wind rather than in the same direction.
He contrasts the ridges with another bedrock form called a yardang, which has been carved over time by headwinds. A yardang has a wide, blunt leading edge in the face of the wind, and its sides are tapered so that it resembles a teardrop.
In the case of periodic bedrock ridges, Montgomery believes high surface winds on Mars are deflected into the air by a land formation, and they erode the bedrock in the area where they settle back to the surface.
Spacing between ridges depends on how long it takes for the winds to come back to the surface, and that is determined by the strength of the wind, the size of the deflection and the density of the atmosphere, he said.
The discovery is important because if the ridges were actually created by wind depositing material into dunes, "you're not going to have information from any prior history of the material that is exposed at the surface," he said.
"But if it's cut into instead, and you're looking at the residual of a rock that has been eroded away, you can still get the history of what was happening long ago from that spot," Montgomery said.
"You could actually go back and look at some earlier eras in Martian history, and the wind would have done us the favor of exposing the layers that would have that history within it," he said. "There are some areas of the Martian surface, potentially large areas, that up until now we've thought you couldn't really get very far back into Mars history geologically."
Montgomery is the lead author of a paper documenting the discovery published online March 9 in the Journal of Geophysical Research, a journal of the American Geophysical Union. Coauthors are Joshua Bandfield, a UW research assistant professor of Earth and space sciences, and Scott Becker, who did the work as an undergraduate in Earth and space sciences and has received his degree. The work was funded in part by NASA.
There could be landforms on Earth that are somewhat similar to periodic bedrock ridges, Montgomery said, but to date there's nothing exactly like it, largely because there are not many bedrock landscapes on Earth in which wind is the main erosion agent.
"There are very few places ? where you have bedrock exposed at the surface where there isn't also water that is carving valleys, that's shaping the topography," he said. "Mars is a different planet, obviously, and the biggest difference is the lack of fluvial action, the lack of water working on the surface."

ScienceDaily (Mar. 20, 2012) ? A migraine is the most common type of headache that propels patients to seek care from their doctors. Roughly 30 million Americans suffer from migraine headaches, with women affected almost three times more often than men, according to statistics from the National Headache Foundation in Chicago.
"Hormonal changes are a big contributor to the higher female incidence," said Michael A. Moskowitz, MD, Professor of Neurology at Harvard Medical School at the Massachusetts General Hospital in Boston. "There are lines of evidence that support this from lab to clinical evidence and a decrease (although not abolished) incidence in post-menopausal females."
Migraine headaches can vary from person to person, but they typically last from four hours up to 72 hours. Some people get them several times per month, while others experience them much less frequently. Many migraine sufferers report throbbing or pulsating pain on one side of the head, blurred vision, sensitivity to light and sound, nausea, and vomiting. Roughly one in five migraine sufferers experience an aura, or visual or sensory disturbance, before the onset of the headache. Examples of an aura include: flashes of light, loss of vision, zig-zag lines, pins and needles in an arm or leg, and speech and language problems.
Several risk factors have been identified that increase a person's chance of having migraines:
? Family history: A significant majority of migraine sufferers have a family history of migraine attacks. For a person who has one or more first-degree relatives with migraine headaches, the likelihood rises substantially.
? Age: Migraines typically affect people between the ages of 15-55. Most people have had their first attack by 40 years old.
? Gender: Women are more likely to suffer from migraines than men.
? Certain medical conditions: depression, anxiety, stroke, epilepsy, and high blood pressure are all associated with migraine headaches.
? Hormonal changes: Women who suffer from migraines often find that the headaches have a pattern of recurrence just before or shortly after the onset of menstruation. The headaches may also change during pregnancy and/or menopause.
Migraines are vascular headaches but the exact cause is not fully understood. Some researchers believe that migraines occur when there are abnormal changes in the brain. When these changes occur, inflammation causes blood vessels to swell and press on nerves, which can result in pain.
Researchers have learned that certain triggers can set off migraine attacks. These triggers vary from person to person and can include: sleep disturbances, stress, weather changes, low blood sugar, dehydration, bright lights and loud noises, hormonal changes, foods that contain aspartame, foods that contain tyramine (fava beans, aged cheeses, soy products, etc.), caffeine, and alcohol.
Unfortunately, migraines have no known cure, but they can be managed effectively with the help of a health care provider. A variety of drugs can be used for pain relief and for prevention. Lifestyle changes are often recommended to identify and eliminate possible triggers that can set off an attack.
"Until recently there have been no treatments available to treat people who suffer from chronic migraines," said Moskowitz. "Recently, a new medication has become available specifically to treat chronic migraine headaches, called onabotulinumtoxinA (Botox). Chronic migraine sufferers can derive significant benefit from this new form of therapy."
Chronic migraine sufferers have also found relief in certain vitamins and other homeopathic remedies. But patients should check with their doctors for proper treatment protocols.

Washington, DC. (March 19, 2012) A 12-week treatment of the fermented soy germ-based nutritional supplement containing S-equol significantly lowered hemoglobin A1c (HbA1c), LDL cholesterol and improved vascular stiffness, all factors that occur as part of metabolic syndrome, according to a first-of-its-kind peer-reviewed study reported in a poster at the Women's Health 2012 annual meeting.
"This study is the first to provide evidence that a daily supplement of soy-based S-equol favorably change metabolic syndrome risk factors, particularly in women. Because not all individuals have the ability to produce S-equol naturally after eating soy, the study results are very interesting and warrant examination in future studies," said Belinda H. Jenks, Ph.D., coauthor of the study and director of Scientific Affairs & Nutrition Education at Pharmavite LLC, an U.S. subsidiary of Otsuka Pharmaceutical Co, Ltd, which sponsored the study. Development and ongoing research of a supplement containing S-equol is conducted by the Saga Nutraceuticals Research Institute of Otsuka Pharmaceutical Co., Ltd.
S-equol [7-hydroxy-3-(4'-hydroxyphenyl)-chroman] is a compound resulting -- when certain bacteria are present in the digestive tract -- from the natural metabolism, or conversion, of daidzein, an isoflavone found in whole soybeans. Not everyone can produce S-equol after soy consumption, as the production depends on the types of bacteria present in the large intestine and may be influenced by the amount of soy consumed. About 50 percent of Asians and 20 to 30 percent of North Americans and Europeans, who in general consume less soy than Asians, have the ability to produce S-equol. Research indicates that Japanese women have milder menopausal symptoms in those who are S-equol producers compared to nonproducers.
Pharmavite LLC, the makers of Nature Made vitamins and minerals and a subsidiary of Otsuka, is studying the supplement for the management of menopausal symptoms. Recent controlled studies conducted with U.S. and Japanese postmenopausal women have documented that daily consumption of S-equol supplements reduced the frequency of hot flashes as well as muscle discomfort associated with menopause, while those in Japanese postmenopausal women also showed a significant inhibition of bone loss or resorption. The new study offers additional insights into soy-based S-equol's potential benefits.
S-equol Supplement Reduces Metabolic Disease Indicators in Overweight Japanese Adults
In the new study, daily supplement doses containing 10 milligrams (mg) of S-equol significantly reduced three indicators of metabolic syndrome in 49 Japanese men and women, aged 31 to 77, who had body mass index (BMI) of 25 or more kilograms per meter squared, which is considered overweight by the World Health Organization. During the study, the participants randomly received either the S-equol supplement or a placebo for 12 weeks and then were switched to the opposite treatment for 12 weeks.
Measures of glycated hemoglobin A1C (HbA1c) low-density lipoprotein cholesterol (LDL-C) and cardio-ankle vascular index (CAVI) all were significantly lower in the S-equol treated group compared to those in the placebo group based on changes in the indicators from the study start to the study end. Specifically, the average change in HbA1c, which reflects the average amount of the sugar glucose in a person's blood over three months, decreased significantly by -0.2 percent in the S-equol group vs. an increase of +0.1 percent in the placebo group, (p
Furthermore, favorable effects of the S-equol supplement were more prominent in the 25 women, aged 48 to 74, who were not S-equol producers after soy consumption. Their HbA1c, LDL-C and CAVI measures all were significantly lower when receiving S-equol supplements, compared to the placebo: -0.2 vs. +0.2 percent for HbA1c, -0.3 vs. +0.1 mmol/L for LDL-C and -0.3 vs. +0.2 for CAVI, (p

The safety of the supplement containing S-equol previously was confirmed by standard animal testing, including a study documenting that S-equol itself, as well as the supplement containing S-equol, did not increase or stimulate the growth of breast cancer cells. Washington, DC. (March 19, 2012) A 12-week treatment of the fermented soy germ-based nutritional supplement containing S-equol significantly lowered hemoglobin A1c (HbA1c), LDL cholesterol and improved vascular stiffness, all factors that occur as part of metabolic syndrome, according to a first-of-its-kind peer-reviewed study reported in a poster at the Women's Health 2012 annual meeting.
"This study is the first to provide evidence that a daily supplement of soy-based S-equol favorably change metabolic syndrome risk factors, particularly in women. Because not all individuals have the ability to produce S-equol naturally after eating soy, the study results are very interesting and warrant examination in future studies," said Belinda H. Jenks, Ph.D., coauthor of the study and director of Scientific Affairs & Nutrition Education at Pharmavite LLC, an U.S. subsidiary of Otsuka Pharmaceutical Co, Ltd, which sponsored the study. Development and ongoing research of a supplement containing S-equol is conducted by the Saga Nutraceuticals Research Institute of Otsuka Pharmaceutical Co., Ltd.
S-equol [7-hydroxy-3-(4'-hydroxyphenyl)-chroman] is a compound resulting -- when certain bacteria are present in the digestive tract -- from the natural metabolism, or conversion, of daidzein, an isoflavone found in whole soybeans. Not everyone can produce S-equol after soy consumption, as the production depends on the types of bacteria present in the large intestine and may be influenced by the amount of soy consumed. About 50 percent of Asians and 20 to 30 percent of North Americans and Europeans, who in general consume less soy than Asians, have the ability to produce S-equol. Research indicates that Japanese women have milder menopausal symptoms in those who are S-equol producers compared to nonproducers.
Pharmavite LLC, the makers of Nature Made vitamins and minerals and a subsidiary of Otsuka, is studying the supplement for the management of menopausal symptoms. Recent controlled studies conducted with U.S. and Japanese postmenopausal women have documented that daily consumption of S-equol supplements reduced the frequency of hot flashes as well as muscle discomfort associated with menopause, while those in Japanese postmenopausal women also showed a significant inhibition of bone loss or resorption. The new study offers additional insights into soy-based S-equol's potential benefits.
S-equol Supplement Reduces Metabolic Disease Indicators in Overweight Japanese Adults
In the new study, daily supplement doses containing 10 milligrams (mg) of S-equol significantly reduced three indicators of metabolic syndrome in 49 Japanese men and women, aged 31 to 77, who had body mass index (BMI) of 25 or more kilograms per meter squared, which is considered overweight by the World Health Organization. During the study, the participants randomly received either the S-equol supplement or a placebo for 12 weeks and then were switched to the opposite treatment for 12 weeks.
Measures of glycated hemoglobin A1C (HbA1c) low-density lipoprotein cholesterol (LDL-C) and cardio-ankle vascular index (CAVI) all were significantly lower in the S-equol treated group compared to those in the placebo group based on changes in the indicators from the study start to the study end. Specifically, the average change in HbA1c, which reflects the average amount of the sugar glucose in a person's blood over three months, decreased significantly by -0.2 percent in the S-equol group vs. an increase of +0.1 percent in the placebo group, (p
Furthermore, favorable effects of the S-equol supplement were more prominent in the 25 women, aged 48 to 74, who were not S-equol producers after soy consumption. Their HbA1c, LDL-C and CAVI measures all were significantly lower when receiving S-equol supplements, compared to the placebo: -0.2 vs. +0.2 percent for HbA1c, -0.3 vs. +0.1 mmol/L for LDL-C and -0.3 vs. +0.2 for CAVI, (p
The complete data, which includes measurements of blood pressure, triglycerides, high-density lipoprotein, leptin, adiponectin and CRP, will be submitted to a peer-review journal for publication.
About S-equol
The safety of the supplement containing S-equol previously was confirmed by standard animal testing, including a study documenting that S-equol itself, as well as the supplement containing S-equol, did not increase or stimulate the growth of breast cancer cells. Studies involving postmenopausal women who consumed the supplement containing S-equol have not observed any safety problems, including analysis of breast and reproductive tissues and of hormone levels. President Barack Obama is rolling the dice again: He's desperate to avoid getting dragged into a war over Iran's nuclear program, and appears to have restrained Israel -- at least for now -- from starting one by promising he'd do it himself if Tehran tried to build a nuclear weapon. And that means he really needs to make a success of the renewed diplomatic process he and Western allies are about to undertake with Iran. That reason alone should place by the president's bedside, Trita Parsi's A Single Roll of the Dice: Obama's Diplomacy With Iran, even if its critique would make uncomfortable reading for a President who may genuinely believe he has tried serious diplomacy with Iran. Based on interviews with dozens of top decision makers in the U.S., Iran, Israel, and and other stakeholder countries, Parsi concludes that the Obama Administration's efforts were fatally flawed due to the domestic political limitations and time constraints imposed on diplomacy, and Iran's domestic political turmoil. I asked Parsi, who is also the president of the National Iranian American Council what five pointers he'd offer if asked by the White House for tips on improving the prospects for successful diplomacy with Iran. Herewith, Parsi's answers:
Lesson 1: Don't Allow the Domestic Politics to Define Your Strategy
The conflict between U.S. and the Islamic Republic of Iran is three decades old, and has been created, perpetuated and reinforced at different points by the domestic political dynamics on both sides. Today, rather than negotiating with Iran itself, much of the Obama Administration's Iran effort is actually negotiation with various power centers in Washington and abroad over how to deal with Iran. And that tends to anchor his strategy to the existing political landscape in ways that don't bode well for diplomatic success. The Iranians face a similar problem.

As I point out on in the book, one of President Obama's key mistakes was his failure to create political space for himself to engage with Iran. He didn't use the political capital generated by his election to broaden his room for maneuver on Iran issues, because he didn't want to make Iran a matter of domestic political debate in the way that we see it occurring now on the presidential campaign trail. But that meant that those negotiation efforts he did undertake were self limiting, in that the agenda was narrow -- confined to the question of Iran's willingness to accept Western and U.N. demands on its nuclear program -- and that the time-frame for such negotiations was deliberately limited, so as to avoid charges from more hawkish quarters that Iran was being allowed to play for time. Hence the "single roll of the dice" of my title, which was a phrase that an Administration official had used to define the limited negotiation efforts pursued by the Obama White House.
A single roll of the diplomatic dice with Iran is unlikely to work any more effectively this time than it did in 2009. The best-case outcome is going to require a process that will take time and will require a willingness on both sides to make concessions in search of a solution that both can live with. And in order to achieve that, President Obama is going to have to create the political space for himself at home that sustains that process.
The same problem exists on the Iranian side, of course, where the system's fratricidal political conflicts have long bedeviled attempts at engagement with the West. All the more reason for a sustained process rather than a single roll of the dice. And we're not going to get anywhere if we allow the crippling domestic political environment to drive the process.
Lesson 2: Broaden the Agenda Beyond the Nuclear Program
The decades-old enmity and tensions with Iran are hard enough in themselves; to confine diplomatic engagement with Iran to a single variable -- the nuclear issue -- which also happens to be the most intractable issue between the different sides right now, doesn't enhance the prospects for success. In 2009, the Obama Administration effectively made confidence-building measures on the nuclear front the precondition for any wider conversation; until they were ready to do what we asked on that front, we refused to talk to them about anything else -- even Afghanistan, on which the Bush Administration had actually engaged fairly productively with Tehran for a time, or on the issue of human rights.

There's no way for the parties to avoid the nuclear question, of course, but that shouldn't preclude discussion on other issues on which the sides can more easily find common ground and cooperate. The advantage of a broader agenda is that it potentially creates a dynamic of cooperation that can possibly help to create a measure of good faith that helps overcome obstacles and unblock the impasse to finding a solution to the nuclear question.
Lesson 3: Bring Mediators into the Conversation
The process the Administration is currently using for talks with Iran -- negotiations between Iran and the P5+1 group [the U.S., Britain, France, Germany, Russia and China] is flawed, because there is no trust between the countries in the P5+1and Iran. The Obama Administration has worked hard to make the P5+1 present a united front to Iran behind nuclear demands, and backed by limited U.N. sanctions. The reason for this strategy was to prevent Iran being able to play off different members of the P5+1 against one another. But bringing those countries closer to the U.S. position -- albeit with major differences in their views on the nature of the nuclear issue in Iran, and how it may be resolved -- has limited their ability to reach out to Tehran. So, these negotiations occur in an atmosphere of little trust. Prospects for progress will be greatly enhanced with help from countries that have relations of trust with both sides, such as Turkey and Brazil. The purpose of drawing them in would not be to replace the P5+1, but to complement its work by injecting more mutual confidence into the process. These are countries that don't have the same domestic political restraints on their negotiation abilities as does the U.S. and some of the other Western countries. And President Obama knows from experience the role they can play in forging breakthroughs -- in 2010, Brazil and Turkey managed to get Iran's agreement to a fuel-swap deal, which was rejected by the U.S. as insufficient, even though Brazil and Turkey insist that it followed the terms laid down in a letter by Obama.
Lesson 4: Get Real on Uranium Enrichment in Iran
The cat is out of the bag when it comes to the question of Iran enriching uranium for its nuclear program, thanks in no small part to the efforts of Prime Minister Benjamin Netanyahu to force President Obama to declare his red lines. The Bush Administration had drawn a red line at Iran "mastering the technology of enrichment" -- but Iran crossed that line six years ago, and once a technology is mastered, it can't be unlearned. Still, Israel, France and many in Washington had insisted that Iran could not be allowed to enrich uranium on its own soil, even in a certifiably peaceful nuclear program, because that technology gives Iran the mean to build a bomb. The Obama Administration had been more ambiguous on the issue, at some points signaling a zero-enrichment policy and at other points accepting that once Iran had taken the steps necessary to assure the international community of its peaceful intent, it could exercise all the rights of a signatory of the Non-Proliferation Treaty -- which would include enriching uranium.
Netanyahu insisted that Obama draw his red line, and the President did so -- at weaponization of nuclear material by Iran. The zero-enrichment demand was untenable to begin with; now President Obama needs to convince the French, and the Israelis and others at home that the best deal that can be achieved with Iran is one that verifiably contains Iran's nuclear program within verifiable limits that prevent weaponization. The advantage of pressing this goal now is that, as the Bush Administration learned, a solution that establishes confidence in Iran's intent remains elusive the more the West clings to the demand for Iran to abandon all enrichment, while Iran continues to make progress that creates irreversible facts on the ground.
Lesson 5: Sanctions Only Work If They Can Be Lifted
America's leverage in the standoff with Iran depends not only on its ability to impose sanctions, but on its ability to lift them. The confidence-building concessions that the Western powers are going to demand of Iran -- most immediately, it seems, the suspension of enrichment of uranium to 20% and the removal of Tehran's stockpile of uranium enriched to that degree -- can only realistically be achieved by offering Iran something that it needs. And Iran is very likely to demand steps towards lifting of sanctions, particularly those sanctions that most painfully effect Iran's economy, i.e. those that impede its ability to sell oil and use the international banking system to trade on world markets. There have been reports that what the Western powers will offer in exchange for ending 20% enrichment will be a promise of no new U.N. sanctions against Iran, but that's unlikely to impress Tehran: Right now, the U.S. is unable to win Russian and Chinese consent for new U.N. sanctions anyway, and those currently in force are of negligible effect on Iran's economy. The sanctions that hurt Iran are those unilaterally adopted and enforced on others by the U.S. and the Europeans. And if some easing of those sanctions is not on the table from the U.S. side because of an election-year domestic political environment militates against making concessions to Iran, then the U.S. will have to adjust its asks of Iran. Tehran is unlikely to be willing to give up something substantial in exchange for something it might deem insubstantial.

Moreover, by dramatically escalating sanctions -- for example, cutting Iran off from the SWIFT system for processing international banking transactions last weekend -- at the very same moment that a new round of talks has been scheduled reinforces an impression in Tehran that the U.S. goal is regime change, and that no concessions by Iran would be likely to stop the momentum of sanctions.
The Western powers go into the coming talks needing to hear that Iran is willing to offer complete transparency in its nuclear work, submit to the Additional Protocols of the Non-Proliferation Treaty that allow for more intrusive inspections, and take verifiable steps that strengthen international confidence in the non-military nature of its nuclear program. But for Iran to embark on a process, it needs to hear acceptance of its bottom line of retaining a civilian nuclear program, including the enrichment of uranium, if it submits to stricter procedures to verify its intent; and also that if Iran makes concessions, it will expect concessions from the other side.
And looking at Washington, right now, you have to wonder whether President Obama can actually ease or lift sanctions, many of which -- the SWIFT system cutoff would be the latest example -- are acts of a far more hawkish Congress rather than executive orders by a President looking to use sanctions pressure to improve prospects for a deal. In Tehran's view, Washington has a credibility when it comes to its carrots, not its sticks. The balance between pressure and engagement during the Obama presidency has been radically tilted in favor of pressure -- diplomacy has been given all of three weeks, sanctions three years. Sanctions pressure, of course, may seem the politically least-costly option, but it's not necessary the most effective one. To get a concession at the talks, and to get a process going, it is necessary to both demonstrate the willingness and ability to lift sanctions, granted that the Iranian accept significant limitations to their nuclear work.

LOS ANGELES (AP) ? Oprah Winfrey's struggling television network, OWN, said Monday it is laying off one-fifth of its workers and restructuring its operations in New York and Los Angeles.
The decision to let 30 employees go is a "tough" one, but the economics of a start-up cable network didn't fit with OWN's cost structure, Winfrey said in a statement.
"As CEO, I have a responsibility to chart the course for long-term success for the network. To wholly achieve that long-term success, this was a necessary next step," Winfrey said.
The responsibilities of the laid-off workers will be distributed among people with the network and its venture partners, Discovery Communications and Winfrey's Harpo Studios, according to OWN.
The cable channel, which launched Jan. 1, 2011, endured a freshman year of executive turnover and missteps that proved OWN lacked a solid foundation on which to build. This was despite a Discovery Communications investment of a reported $250 million and counting.
Discovery executives will take a more active role in the channel, according to the announcement.
Neal Kirsch, chief financial officer of Discovery's U.S. networks, will move to OWN as the chief financial officer and chief operating officer, reporting to OWN presidents Erik Logan and Sheri Salata.

Another Discovery executive, Lee Bartlett, will have joint oversight of business and legal affairs with an OWN vice president, Tina Perry.
OWN started as an ambitious new platform for Winfrey after she stepped away from her long-running, top-rated daytime talk show, "The Oprah Winfrey Show." But viewership for OWN shows have been largely unimpressive, with one example being a short-lived Rosie O'Donnell talk show that was cancelled last week.
OWN got a burst of viewer attention this month for Winfrey's exclusive interview with Whitney Houston's daughter, Bobbi Kristina, which drew 3.5 million viewers, the channel's biggest audience to date.
From the start, OWN failed to improve on, or in some instances even match, the modest ratings and small audience earned by the low-profile Discovery Health channel it replaced.
As the new channel struggled for footing, Winfrey stepped in behind the scenes and became CEO and chief creative officer of OWN, bringing in her Harpo leadership team of Logan and Salata as presidents. She also increased her on-camera profile with "Oprah's Next Chapter."
"I would absolutely say it is and was not where I want it to be for year one," Winfrey said in December. "My focus up until (last) May was doing what I do best, which is 'The Oprah Winfrey Show,' and giving that my full attention" until its conclusion.
Since September, according to OWN, it's seen a double-digit increase in ratings and a network high cumulative of 40 million viewers per month.
"We're very bullish on the evolution of our network," Logan said Monday.
The channel is banking on a boost from the second-season returns of "Oprah's Life Class" and the reality series "Welcome to Sweetie Pie's."
There are no immediate plans to launch a talk show with a new host to replace O'Donnell, he said.
MONDAY, March 19 (HealthDay News) -- The recent advent of so-called "synthetic pot" is a rising public health concern, researchers warn, sending kids to the emergency room and prompting parental calls to poison control centers.
The concoction was originally conceived in a laboratory setting as a research aid for animal studies involving THC, a key stimulative ingredient in marijuana, the new report noted.
But purely recreational street use of this widely varying mix of plants and herbal ingredients is growing. It's widely available and is currently undetectable by commercial drug tests.
"The concern is that we're going to really see this grow in popularity," said study author Dr. Joanna Cohen, an assistant professor of pediatrics and emergency medicine at Children's National Medical Center, in Washington, D.C. "Because it's really easy to get, and because kids know that it doesn't come back on typical clinically useful urine drug screenings that we would use in an ER."
According to the American Association of Poison Control Centers, roughly 4,500 calls have come in since 2010 regarding toxicity stemming from synthetic marijuana use.
The new study appears online March 19 and in the April issue of Pediatrics.
Commonly referred to by a host of street names -- such as "K2," "Spice" and "Aroma" -- synthetic pot isn't made according to a fixed recipe and can differ from lab to lab and batch to batch.
The resulting product often includes some combination of blue and pink lotus, red clover, honey, vanilla, bay bean and marshmallow.
The blend -- which can be ingested either orally or via smoke inhalation -- is sprayed with chemicals that render the composition toxic.
Until recently, these synthetic mixtures were legal to purchase and readily available in corner stores and gas stations throughout the United States and on the Internet. In February, the U.S. Drug Enforcement Agency classified synthetic marijuana as a controlled substance.
That, Cohen cautioned, has done little to slow its popularity.
And because of it's strong impact on cannabinoid brain receptors, as little as 1 milligram of synthetic marijuana can be intoxicating, the study said. The impact can be stronger than that with naturally grown marijuana, sometimes prompting bouts of paranoia, anxiety, agitation, high blood pressure, profuse sweating, palpitations, irritability, muscle rigidity and, at times, convulsions.
The researchers noted that when users seek medical attention, the varied composition of synthetic pot can make it hard to quickly pinpoint the most dangerous ingredient.
Individual symptoms are usually short-lived, the researchers said, and treatment is available to help control some of the reactions.
In their report, Cohen and her team describe three case examples of teenaged patients who were hospitalized after using the drug, one girl and two boys.
Overall, the patients demonstrated varying degrees of catatonia, an inability to respond to verbal or physical stimulation -- including pain -- an elevated heart rate, agitation and anxiety, dizziness, headaches, excessive sweating, slowed speech, and confusion.
Two of the patients recovered normal function in three to four hours, while the third patient was kept in hospital overnight before being released.
"What's important with this is that parents and schools are aware that this is out there," Cohen said. "And that they look for signs and symptoms of use. If you see a teen who's agitated, sweating a lot, or acting abnormally in some way it could, of course, be a sign of a serious medical problem, or it could be a sign of drug toxicity. Either way you need to seek medical attention right away."
"The long-term the goal should be to prevent repeat use," she added, "because these kids are kids. They're teenagers and their brains are still developing. So there can be long-term effects, like psychosis and memory loss, from the use of something like synthetic marijuana."
Steven Shoptaw, a clinical psychologist and a professor in the department of family medicine at the University of California, Los Angeles, suggested that while current concerns surrounding synthetic pot use have some merit, they are dwarfed by the enormous popularity of real marijuana among teens.
"Because [synthetic marijuana] is a relatively new drug, the surveys that measure and monitor drug use in children over time haven't had a chance to look at this yet, so we don't know how big a problem this is across the country," he said.
"But what we do know is that the prevalence of marijuana use among eighth, ninth and tenth graders is very, very high," Shoptaw said. "And I would say that that's a much greater problem than 'Spice' use. Marijuana is actually way more available to teens, and it is very rich in potent THC. And that, as the authors point out, can pose a lot of problems for developing brains."
